The above error in your output is the likely cause. Your currently installed General registry that your Julia installation is using is broken. Follow the advice provided in that info message. As a step by step do the following:
Start julia, then go into the Pkg mode by pressing ], then run the printed command registry rm General; registry add General and see whether you are then able to retry the Pumas installation after that.

You must be in the Julia REPL first. Below is the step-by-step for doing that:

Yes, those lines all refer to an old Pumas install so should be removed.
