Windows 11, Julia 1.11.8, Pumas 2.8.1. Project installation succeeds and project activates correctly. using Pumas fails before license entry with BundleLoader load_bundle failed for PumasLicenseManager (rc=12). import PumasLicenseManager produces the same error. Julia can successfully reach https://api.licensespring.com with HTTP 200. The old LicenseSpring cache was moved aside, but the error persists.
